Lhori Webster

Expert Advisor

Lhori Webster has built her career in policy, politics, and community organizing. A former Policy Advisor to the Rt. Hon. Justin Trudeau, and the Hon. Patty Hajdu on Canada’s COVID-19 Response and Recovery, then serving as Director of Policy and Labour Relations for the Minister of Labour where she directly worked on changes to the Canada Labour Code, and federal workplace strikes and lockouts, Lhori has grown comfortable navigating complex policy challenges and government agendas during times of crisis.

Lhori is currently attending the University of Oxford, where she is reading for an MSc Comparative Social Policy in the Department of Social Policy and Intervention. Her research interests include labour markets, industrial relations, and employment and workforce policies. She holds an Honours Bachelor of Social Science, Political Science and Communication, from the University of Ottawa.

Actively involved in the Filipino-Canadian community, Lhori is the Founding Chair of Pinoys on Parliament (POP) National Youth Leadership Conference, and Kabangka. Kabangka is a youth-founded, led, and run national organization that works to build community, elevate Filipino-Canadian youth, develop skills and competencies, and advance professional and social representation of the Filipino community in Canada.

In 2024 Lhori was recognized by The Peak as an up-and-coming young leader shaping Canada’s economy, culture, and society in the category of Politics and Government.
